PMI Indicates Services sector is Performing Well

The UK saw a good performance in the service sector last month, with the third quarter of the year (2013) seeing better performance compared to any quarter since 1997, as shown by the latest Markit/CIPS UK Services Purchasing Managers Index (PMI).

The data released last week indicates that the Business Activity Index was at 60.3, marginally below the mark of 60.5 seen the previous month, which was a higher level than witnessed for around seven years. The last nine months have seen continuous growth:

Last nine months have seen continuous growth.

According to the panelists who participated in the research, strengthening of business confidence ushered in an improvement and growth in the underlying market demand. As a result, clients are more likely to initiate new contracts.

"Businesses in the vast service sector reported an ongoing growth spurt in September, expanding at a rate just shy of August's recent high. The buoyant data follow similar upbeat surveys of the manufacturing and construction sectors, and collectively the surveys suggest the economy will have expanded by as much as 1.2% in the third quarter; its fastest growth rate since the pre-crisis days of 2007," commented Markit's Chris Williamson. Financial services, as well as the business sector, were leading growth, he said. Services of a consumer-facing nature are still struggling, which reflected "the ongoing squeeze on incomes due to weak pay growth and high inflation," as per the sources.

Bombadier Gets TfL Contract Worth £88m

According to our sources, Transport for London (TfL) has hired Bombadier, the Derby-based train maker, to supply new carriages for its network of passenger trains. The contract is estimated at around £88 million and expires in the year 2015. It is expected that by the time Bombadier would have provided some 57 new units for the London Overground system.

This investment of TfL may help the struggling train maker boost its business. However, its ultimate effect on jobs at Litchurch Lane's production hub still remains unclear. About 1,200 members of staff were laid off last year. Whether the bid will result in more job cuts or not is yet to be seen.

"London Overground has been a truly dazzling success and more and more Londoners are now using the vastly improved service. Not only will these new carriages help us meet passenger demand, but they will also support jobs and growth at their birthplace in Derby," said the mayor of London.

"The increased capacity is vital, London's population is expected to reach nine million by 2018 and the additional carriages will help London's transport network accommodate the new residents expected to move to the capital," said the acting director for London Rail, Jonathon Fox.

Retailers Should Stick to the Promises of Supply Chain: NBA

The National Beef Association (NBA) is pressurising retailers to stick to the promises of supply chain so that there is no repeat of mis-selling meat products. To reinforce this, NBA has called upon major supermarkets and other retailers across the nation to pay their supplier right price for high provenance, UK-specific beef products. This move is expected to help retailers avoid the temptation of substituting it with horsemeat. It will also help rule out yet another a national (meat) scandal. Companies in Scotland have been challenged to make long-term commitments to domestic food producers as that will help these organisations improve transparency in their supply chain management jobs.

"Our very clear view is that unless Tesco, Asda, Sainsbury's and Morissons raise all their retail beef prices in line with the improving value of UK cattle it is inevitable that suppliers will make losses on their order,"  said Chris Mallon-  NBA national director.

"It is important to consumers that everyone involved in the supply of their UK beef is able to maintain their business without cutting unnecessary costs and are therefore able to continue to deliver the consumer's first choice product in future," added Mr.  Mallon.

This initiative has been spearheaded by the rural affairs secretary, Richard Lochhead who wants retailers to secure lengthy and lucrative deals and, in turn, ensure that producers receive a fair price. This will eventually ensure that everyone within the food industry enjoys the rewards of the hard work and effort invested in getting meat from field to plate.

Queen's Speech Sets off Controversy

The Defence Reform recently featured in Queen's speech has sparked controversy nationwide. The plans to part-privatise military procurement and increase revenues, post mismanagement concerns, are under strict scrutiny. The announcement has caused turmoil amongst the union leaders, industry experts and former military personnel.

As mentioned by the Queen, the legislation's first piece involves part-privatisation of the MoD's Defence Equipment and Support (DE&S) department. Reforms are expected to allow private firms to foray in and alleviate the DE&S' financial burden. Furthermore, they may also allow private companies access to highly-classified information concerning the purchases and supplies of defence equipment worth billions of pounds. The new laws will, in effect, turn the DE&S into an agency that is owned by the government but operated by contractors. The legislation is revolutionary because no other military power across the globe has privatised such an important department of defence.

The legislation's second piece involves military forces, reducing army numbers and adjusting the reserves to balance the reduction. As a result, the British army will shrink by up to 20 per cent, whereas the reserves will increase from 17,000 to around 30,000.  Recruitment is turning out to be a challenge for the military, however. Soon, there will be a white paper published explaining how the MoD plans to boost reserves and increase enrolment to comply with the latest legislation. Meanwhile, more details are expected to surface with more heated debates kicking off about the DE&S' part-privatisation.

TfL's Safer Lorries Initiative is Commendable

Transport for London (TfL) has recently introduced a new procurement programme, which is being praised for its potential of enhancing safety throughout the city. Launched in April this year, the ‘safer lorries’ initiative aims to protect cyclists throughout London by allowing only the safest lorries and best-trained motorists to serve the TfL network. Safety observance, defensive driving and preventative measures will help in streamlining procurement for TfL. The initiative is expected to help London become a safer place for non-motorised traffic.

Under the new regulations, drivers as well as contractors working for TfL will require a bronze accreditation in the Fleet Operator Recognition Scheme (FORS). The ‘safer lorries’ initiative, together with FORS, has received the accolade of ‘best London cycling initiative’ in the London Cycling Awards. Besides changing the way haulage operators view their responsibilities, this initiative is also enhancing and transforming procurement procedures in London.

Six Key Players from Private Sector Hired for Streamlining Government Procurement

Recently, the government hired six key players from private sector in order to get most of public sector contracts. That’s why we’ve recruited experts from the business world, using their commercial insight to work alongside departments to get the most from relationships with our largest suppliers,” added Mr. Maude. Firms in the UK Urged to Make Supply Chain Easily Accessible to SMEs

The renowned business charity Business In The Community (BITC) wants SMEs to be provided with better opportunities to land key contracts by way of increased transparency. The charity is urging companies throughout the United Kingdom to make their supply chains more transparent so that smaller firms have a better chance of securing these agreements.

Head of operations at BITC, Matthew Lill said, "If you have a £25,000 contract, do you need to have £50 million of public liability insurance against it? Often that is not deliberate and has just been copied and pasted from another contract, but it immediately excludes SMEs."

In the United Kingdom, there have been various schemes for helping SMEs land supply chain management jobs with the introduction of the AMSCI (Advanced Manufacturing Supply Chain Initiative) fund which has been rolled out in the Liverpool as well as West Midlands. It is expected that the move will help boost parameters around the supply chains present within the aerospace and automotive sectors.

Royal Bank of Scotland Works Towards Ensuring Diverse Supply Chain's Success

According to the head of procurement at Royal Bank of Scotland (RBS) Jonathan Sutherland, a diverse supply chain can help drive success at RBS. He said the "strategic imperative" for the organisation is due to the fact that the bank has the most SME customers serving 32 per cent of the sector. This means that its fortunes are closely linked with the success of these companies and what he described as "growth makers."

RBS has been working towards mobilising these plans and for this it has established an executive steering group with representatives from across its organisation. The goal is to start a registration portal for firms where they can declare their interest and find out more informatio

“A healthy SME market is a healthy client base, which is a healthy RBS, so why would we not be [supporting SMEs through our supply chain]? There is a strategic imperative for us in this. For us it’s a case of strategy, not philanthropy,” as per Mr Sutherland.

Queen’s Speech Featuring Defence Reform Bill Stirs Controversy

The Defence Reform bill, which was featured in the latest speech of the Queen has sparked a fresh controversy throughout the United Kingdom. Following mismanagement concerns, plans to partially privatise military procurement and boost reserves are being scrutinized. Union leaders, industry experts, and former military personnel are already in an uproar since the announcement has been made.

In the legislation's  first piece, the Queen had mentioned a partial privatisation of the DE&S (Defence Equipment and Support), MoD (Ministry of Defence) department. At present, the DE&S has a staff of roughly 16,000 and an annual budget of about £14 billion. But, future performance is vital for the department's survival because it has suffered numerous failures in the past. As the funds have already shrunk, at stake are thousands of jobs in case the new legislation fails.

Reforms will make way for private companies and alleviate the DE&S' financial burden. Private organisations will also be provided with access to highly-classified information concerning the purchases and supplies of defence equipment worth billions of pounds.

In effect, the latest laws will convert the DE&S into an agency that is owned by the government but operated by contractors. The law is revolutionary because there is no other military power worldwide that has privatised such an important department of defence.

The US is alarmed in particular by this impending partial privatisation. “Putting contractors in roles normally filled by government employees and the effects this would have on ongoing and future operations,” said a concerned unnamed officer. Washington officials may no longer consider the UK the confidante it used to be.

The other piece of the legislation that was announced in the speech of the Queen involves  military forces, adjusting reserves and cutting army numbers so that the reduction is balanced. The British army is expected to reduce by about 20 per cent, whereas reserves will likely increase from 17,000 to approx. 30,000. In compliance with the move, the MoD would fund equipment and extensive training, in the amount of about £1.8 billion.

However, recruitment seems to have become a challenging proposition for the military. A white paper would be published soon explaining how the MoD plans to boost reserves and increase enrolment to comply with latest legislation. Meanwhile, more details will likely surface, with more heated debates kicking off concerning the partial privatisation of the DE&S.

Royal Bank of Scotland Requires Diverse Supply Chain for Success

According to the head of procurement at RBS, Jonathan Sutherland, a diverse supply chain remains the key factor driving success at the bank. Mr.  Jonathan also noted that SMEs' participation is also vital for the bank's long term success mainly because the bank has most SME customers serving about 32% of the sector. This implies that the success of RBS is largely dependant on the success of these SMEs.  Jonathan described these companies as “growth makers".

“A healthy SME market is a healthy client base, which is a healthy RBS, so why would we not be [supporting SMEs through our supply chain]? There is a strategic imperative for us in this. For us it’s a case of strategy, not philanthropy,” as per Mr Jonathan.

Recently, RBS lost its global head of portfolio investment management and money markets after Neil Hookway announced that he would quit to join independent provider of advisory, software services and business consulting IT to the investment banking community, Rule Financial. Mr Hookway took over as the Domain Group's principal consultant. Previously, he has worked in the eurozone contingency preparation programme of RBS and will set his new post immediately.

Chemical Company Finds Ideal Candidate for the Job with Cast UK

While Tennants Distribution was founded back in the 1700s, it is a thoroughly modern company that manufactures, stores and delivers bulk chemicals throughout the world. If considered from the commercial standpoint, the operation of this company is complex enough with powdered, liquid and solid materials in portfolio. However, considering the amount of legal compliance and safety regulation the company has to deal with faultlessly, it's evident that that Tennants Distribution requires directors and managers that hail from the industry's highest ranks.

Last year in October 2012, there arose an opportunity for the role of Depot and Operations Manager at a Tennants' depot. One of the leading recruitment agencies, Cast UK for creating a shortlist of ideal candidates for them. This did not come as an accident; Cast UK has over the years emerged as the go-to company within the supply chain, logistics and procurement sectors. Notably, Cast UK has sourced all its own staff as well from within those sectors. Based out of offices in Birmingham, London and Manchester, Cast UK deals with entire UK as well as into Europe. The consultancy successfully found the ideal candidate for Tennants, thus saving them the time and expense of doing it alone, as well as giving them access to Cast UK's impressive database of manager-level candidates.

The Managing Director of Cast UK's, Wayne Brophy was happy having placed yet another manager with a prominent distribution company and said, “This was not the sort of job anyone with logistics experience could walk straight into.” “The candidate chosen by Tennants had a very specific set of skills, and to find them in one person probably would have taken many months for the company. It was great to be able to speed up the process and find a quality candidate.”

Government all Set to Streamline Digital Procurement Process

As per the latest announcement from the government, it is planning to remove several barriers preventing companies that are vying for digital public sector contracts. By doing so; the government intends to open up the opportunity windows for SMEs within the process of procurement.

Criticizing the current contracts awarding system, Chloe Smith- the cabinet office parliamentary secretary says it is “stacked against” the small and medium-sized enterprises. She insists action must be taken to make the playing field even.

Ms Smith suggests drastic changes in the application procedure aspect are required because it is lengthy and complex at present. She says this "unnecessary process" need to be stripped away to "open up government business to a broader range of suppliers".

The announcement follows the Government Digital Service and the Government Procurement Service agreeing on a new 'digital procurement framework'. Reportedly, the framework aims bring forth a larger pool of software providers so that recently-announced plans are implemented and government payment services are brought online.

Dissatisfaction of the SMEs with the current system is quite evident. Most SMEs find the system has quite "unachievable" financial requirements on smaller companies that apply for public service contracts, as per by Ms Smith. These conditions are "designed to serve the needs of procureaucrats not business," she adds.

One the new changes are in place, chances of SMEs winning more public sector contracts would increase. Consequently, there would be a surge in recruitment for procurement jobs nationwide, not only in the digital sector but others as well.

In the meantime, another study conducted by Office Depot has indicated that businesses will place greater significance on issues like that of corporate social responsibility and sustainability while choosing their suppliers.

Procurement representatives and managers of various companies were surveyed as part of the study, with majority of these (about 80%) consenting that these issues may become more significant in the process of decision-making in following couple of years, even if one-in-five businesses presently rate them as the least important factors.

For about one in three companies, however, a supplier's ethical credentials were the most important aspect of sustainability, whereas about 17.4 per cent believe the carbon footprint of a supplier of greater importance.

London Readies for Hydrogen-powered Transport: Report

In the wake of the increasing awareness among logistics providers about their carbon footprint, the coming years might see an enormous demand for hydrogen-powered vehicles soon turning into a big problem.

As per a recent report by Link 51- the leading storage solutions supplier , sustainable development, climate change and energy conservation are amongst the top priorities among most supply chain bosses. Therefore, it comes as an excellent welcome news that London and the south-east will soon see the installation of the first hydrogen fuelling stations, as part of an endeavour to create the govt.'s so-called "integrated hydrogen transport network".

Funded by the Technology Strategy Board, the LHNE (London Hydrogen Network Expansion) project is expected to make way for a "state-of-the-art fast-fill 700 bar renewable hydrogen fuelling station network". It is expected that, as a result of this project, the sustainable fuel powered transport vehicles will likely take over the country's supply chain running.

As commercially available hydrogen-powered vehicles are all set to hit the market in coming years, manufacturers of car are fast opting for 700-bar fuelling stations' installation countrywide. If rolled out nationwide, this plan has the potential to change transport manager job's nature in the UK. In the meantime, the govt. has been working towards resolving the confusion concerning the award of contracts for running its rail service franchises.

Nuclear Supply Chain Action Plan Likely to Bring Forth New Jobs

The British government has recently launched a Nuclear Supply Chain Action Plan (NSCAP) in the wake of the fact that nations across the globe are making a swift switch towards becoming low-carbon economies. The plan has been devised with the goal of capitalising on the soaring demand of nuclear services worldwide. With this, the UK hopes to emerge as one of the leaders and prominent players in the industry.

According to the OND (Office for Nuclear Development) the government is working in close coordination with nuclear reactor vendors so that a globally competitive UK supply chain is established. OND has estimated that about 30,000 new jobs, including supply chain management jobs, would be produced with the industry all set to create approximately 16GW of new nuclear capacity by the year 2025.

Currently, there is an "enormous gap to be filled", and contractors are invited to invest now to ensure the United Kingdom does not fall behind the leading nations like Germany and France, as per Ernie Richardson- the UPF SAB chairman.

The NSCAP has pledged to commence the development of Britain's nuclear supply chain without wasting time. As part of the endeavour, they have already launched a campaign to employ about 500 skilled employees at the Sellafield nuclear facility in West Cumbria. Hirings will be done for trainees, apprentices, graduates as well as military veterans.

As Britain is all set for a "nuclear renaissance", leaders of the nuke industry are taking inspiration from Olympic Games held this summer particularly the immensely successful logistical operation that made the event all the more memorable.

The nuke project of the nation should follow the example set by the Olympic Games. Essentially, clients, governments, contractors and the entire supply chain need to work together or be ready to let a "huge opportunity" go by, as  per Howard Shiplee- the executive director of Laing O'Rourke- a multinational construction company.

Reportedly, the NSCAP has taken a note of key factors that are apparently preventing organisations from stepping into the nuke market. The NSCAP has also included details on how to address these issues.

Automotive Supply Chains of the UK all Set for Expansion

Automotive industry of the UK has left its global competitors behind by becoming the 2nd largest market of the EU. The growth of the industry was particularly supported by the soaring consumer demand and a rapid rise in the public as well as private investment in the manufacturing supply chains of the country.

As Vince Cable claimed recently that the Automotive Council of the British Govt. has helped the private enterprises in identifying the supply chain contracts worth £1 billion in the UK, Nissan has announced that it will produce the latest model in its Infiniti line at its Sunderland plant.

As per the latest figures released by SMMT ( Society of Motor Manufacturers and Traders), there has been a steady rise in the demand for new cars in the country for the 10thsuccessive month. With this, the UK is all set to overtake France and become the second largest market in the EU.

A rise of about 11% was recorded in the registrations of new vehicles in November, making Britain on of the favourite choices among foreign manufacturers on the lookout for an operational base in European. Furthermore, SMMT has identified the Sunderland plant of Nissan as the biggest car factory in the UK for the 14th year running.

As per Nissan, the company will likely produce about 60,000 Infiniti models at the Sunderland site per year. The latest Nissan Infiniti car will be exported worldwide from this plant.

Once the project is kicked off, about 280 on-site positions will be created. Besides this, about 700 supply chain jobs will also become available in the factory.

Logistics Firms Anticipate Growth in 2013: Reports

Individuals in manager jobs in logistics in the UK are amongst those who drive the economic recovery forward, indicated a report. According to the research study conducted by Transport Intelligence and Kewill, professionals in freight and logistics industries are quite enthusiastic about the 2013 economic outlook for they expect expansion opportunities will thrive in this year.

Over three quarters anticipate business growth to continue in 2013 as well and as per most respondents expansion will be facilitated by organic approach instead of through mergers and acquisitions.

"With over two thirds of companies surveyed expecting growth in the next 12 months and the majority of smaller firms feeling more optimistic - including 90 per cent of 4PLs [fourth party logistics] and over 80 per cent of freight forwarders and 3PLs [third party logistics] - the outlook for the logistics and transport industry is looking up," commented Joel Ray, head of consultancy at Transport Intelligence.

But, Kewill's solution manager for global trade and logistics, Gerry Daalhuisen commented achieving growth requires time and resources to be invested on it. This is something that cannot be just handed over to businesses. "What the logistics industry must take into consideration, in particular the mid-sized organisations with 251 to 500 employees that are most likely to have grown in the past two years and are most likely to grow in the coming year, is that the companies who re-invested in their business and focused on expansion were the ones who reaped the rewards," said Gerry.
